The Position:

The Programme Specialist (Population and Development) will be located in the UNFPA Country Office in Ha Noi, Viet Nam. S/he will be under the overall supervision of and report directly to the Assistant Representative and Programme Specialist (Data for Policy) - NOD.

 

Job Purpose:

  • The Programme Specialist is responsible for and substantively contribute to the effective management and implementation of the Result 4 of One Strategic Framework for Sustainable Development Cooperation Framework between the United Nations and the Government of Viet Nam (CF) (UNSDCF)/Country Programme Document (CPD) Output on evidence-based policy (CPD Output 4) under the broad principles of human rights, the International Conference on Population and Development (ICPD), and Agenda 2030.
  • S/he oversee/contribute to project formulation, implementation, monitoring, evaluation, and joint programme initiatives in line with relevant CF/CPD expected results, while ensuring the compliance with the established policies, rules and procedures of UNFPA and Government in all programme/project activities.
  • The main focus of the job is generation and use of data/evidence for development and implementation of population, youth and adolescents, SRH and gender related laws, policies, strategies, and national development frameworks including national socio-economic development strategies/plan (SEDS/SEDP).
  • S/he establishes and strengthens collaborative partnership with counterparts in the government, multilateral and bi-lateral donor agencies, academic institutions and civil society organizations (CSOs) to address emerging issues in the area of population and development.
  • S/he closely collaborates with other programme specialists, operations/administrative support staff of the CO to facilitate programme delivery.

Qualifications and Experience

Education: Master’s degree in demography, statistics, or any other related fields. 

Knowledge and Experience:

  • At least five (5) years of increasingly responsible professional experience in programme/project management in the public or private sector which demonstrates expertise in the substantive area of work and programme experience in statistics, demography, and population and development dynamics.
  • Strong track record of technical leadership, data analytical skills, policy advocacy, and proven ability to produce demonstrable results.
  • Demonstrated ability to build and strengthen partnership in supporting development issues.
  • Solid understanding of the Vietnamese Government’s population related policies, laws, policy making processes and the ability to establish and maintain effective working relationships with the relevant Government and CSO partners including private sector.
  • Field experience would be desirable.
  • Prior experience in the UN system is an asset.
  • Excellent communication skills, both oral and written, in both English and Vietnamese.

Languages: Fluency in both oral and written English and Vietnamese.

Other Desirable Skills: Proficiency in current office software applications. Good writing and presentation skill.
