UNFPA  Viet Nam is recruting an international consultancy, comprising International Team Leader and National Consultant(s), to design and conduct the mid-term review (MTR) of the joint programme “Elimination of Violence against Women and Children in Viet Nam from 2021 to 2025”.

The “Elimination of Violence against Women and Children in Viet Nam from 2021 to 2025” (EVAWC) is a joint programme between the Governments of Viet Nam and Australia, implemented by MOLISA and MOSCT with the support of the UNFPA, UNICEF and UN Women. The overall goal of the programme is to contribute to ensuring that women and children in Viet Nam, including those most vulnerable, are able to live a life free of violence through strengthened prevention strategies and multisectoral responses.

 

A mid-term review of the EVAWC joint programme will be conducted to take stock of lessons learned, including what has worked and what has not worked, and the programming context in order to adjust the joint programme targets and implementation as needed.

 

UNFPA Vietnam Country Office, under the guidance of the EVAWC Technical Committee and strategic oversight of the EVAWC Steering Committee, will recruit a consultant team to design and conduct the mid-term review.

 

The consultant team will consist of an International Consultant as a Team Leader, and National Consultant(s) as Team Member(s).

 

The consultancy will be home and Ha Noi-based, and/or relevant workshop venue. It will include relevant travel to programme locations as agreed during the design phase.

 

Working duration: tentatively from 1 December 2023 to 1 May 2024

Interested international consultants are invited to submit the following documents:

  1. Letter of interest outlining:
    1. how the Team Leader meets the required qualifications and experience, confirmation of availability, and attaching most recent CV;
    2. how the National Consultant(s) meet the required qualifications and experience and attaching most recent CV(s);
    3. Two references, plus contact details for a third referee;
  2. A technical proposal which clearly outlines how the MTR would be conducted and the proposed delivery of the tasks and deliverables;
  3. Financial proposal: All-inclusive lump-sum cost with breakdown for key budget components including consultancy fee(s), travel costs plus DSA as Annex 1, and any other relevant costs for this assignment.
