Elimination of Violence Against Women and Children in Viet Nam (EVAWC)

The “Elimination of Violence Against Women and Children in Viet Nam“ (EVAWC program) was launched by the Government of Australia and the United Nations (UN) agencies (UNFPA, UNICEF, and UN Women) with AUD$9.5 million funding for May 2021 to December 2024 delivery. The overall goal of the project is to ensure all women and children in Viet Nam, including those most vulnerable, are able to live a life free of violence through strengthened prevention strategies and multi sectoral responses. The project covers four key outcomes to address the drivers and root causes of violence against women and children (VAWC) in the family, while acknowledging and linking to efforts to address both gender-based violence and violence against children more broadly as follows:

  • Outcome 1: Evidence based laws and policies, increased resource allocation and strengthened coordination and accountability structures promoted and supported to prevent and respond to violence against women and children, in line with national and international standards and commitments
  • Outcome 2: A strengthened and more effective multi-sectoral response (including systems, capacities, and service provision) delivers increased access to quality essential services for victims and survivors of violence.
  • Outcome 3: More effective violence prevention, gender and social norm change promoted through innovative evidence-based communication, awareness raising, advocacy and community mobilization
  • Outcome 4: Improved research, data collection and analysis and knowledge exchange inform an evidence based-approach to prevent and respond to violence.

The project is delivered by a consortium of UNFPA, UNICEF and UN Women under overall coordination of UNFPA during period 2021-2024 with active engagement of Vietnam’s Government Agencies (Gender Equality Department, Children’s Affairs Department of Ministry of Labour, Invalids and Social Affairs, Family Department of Ministry of Culture, Sports and Tourism), civil society (CSOs) and other national partners.

The Role

The TA will be contracted by the Government of Australia (Department of Foreign Affairs and Trade) via DT Global, for secondment to the UN Resident Coordinator’s Office at the Green One UN House in Ha Noi, Viet Nam. The role delivers a specific workplan, works in close collaboration with and on behalf of UNFPA, UNICEF and UN Women, under the overall supervision of the UN Resident Coordinator, and through day-to-day coordination with the Chair of the Technical Committee.

The TA provides technical and policy advice to the program Steering Committee Chair (UN Resident Coordinator and the Government of Vietnam at senior level) and is a member of the program Technical Committee. The TA engages with project staff of the three UN agencies, Government partners, experts and civil society organizations involved to ensure successful project implementation. The TA will be supported by the project National Project Associate housed by UNFPA.

Roles and Responsibilities

The TA has multiple roles, such as integrating and monitoring cross-agency activities; policy engagement and advocacy for the EVAWC program, and provision of sound, evidence-based VAWC technical advice to ensure achievement of project outcomes.

The primary roles of the TA are:

  • Provide technical strategic advice to the three UN agencies;
  • Coordinate and develop strategic policy, advocacy and technical advice with an emphasis on prevention and response to VAWC and promotion of gender equality and child protection and safety;
  • Develop strong, collaborative and respectful partnerships with Government of Viet Nam, all three UN implementing agencies, the donor, and CSOs as well as other stakeholders engaged in the programme implementation;
  • Identify opportunities for and facilitate the planning and implementation of the joint activies between the three UN Agencies to ensure the consistency and complementary of the activities towards set goals and objectives;
  • Provide technical support and capacity development to UN and implementing partners staff on prevention and response to VAWC and the linkages of VAW and VAC;
  • Provide data on violence against women and children trends and international best practices, to inform and advise integrated and effective national responses to VAWC; and
  • Provide technical advice for project implementation in line with international standards on prevention and response to VAWC including the linkages between VAW and VAC.

Qualifications and Experience:

If you have the following, we would love to hear from you:

Education:

  • Tertiary qualifications in gender studies, anthropology, feminist studies, sociology, human rights, law, cultural studies, international development, social work, or other field directly related to EVAWC.

Knowledge and Experience:

  • Experience (7-10 years as a guide) on VAW or VAC prevention and/or response, programming and coordination. Field experience is an advantage;
  • Demonstrated technical knowledge and experience in linking violence against women (VAW) and violence against children (VAC);
  • Extensive experience in providing policy advice to Government agencies, as well as in coordination among different national and international agencies;
  • Strong track record in technical leadership and proven ability to deliver program outcomes;
  • Knowledge and experience of the Vietnamese and/or regional context is an advantage;
  • Initiative and sound judgement; ability to organize work and demonstrated ability to work in a diverse workplace; and
  • Work experience in the UN system including inter-agency collaboration, and knowledge in the UN related Prevention and Response Framework to VAW/VAC is an advantage.
