The Position:

The Programme Analyst (Inclusive Growth and Social Protection) is located in the UNFPA Country Office in Ha Noi, Viet Nam. S/he works under the overall supervision of and reports directly to the Assistant Representative and Programme Specialist (Data for Policy) (NOD). 

 

Job Purpose:

Working within a large and complex Country Office (CO) environment, you will support the effective management of UNFPA activities in the areas of population and development. Through substantive analysis and assessment of political, social and economic trends, you will contribute to project formulation and evaluation, joint programming initiatives and national development frameworks. You will monitor results achieved during implementation, guiding the appropriate application of systems and procedures, and developing enhancements as required.

The Programme Analyst is responsible for and substantially contribute to the effective programme support, management and implementation of the Result 1 of the One Strategic Framework for Sustainable Development Cooperation Framework between the United Nations and the Government of Viet Nam (CF) (UNSDCF)/Country Programme Document (CPD) on population ageing and social protection (CPD Output 2) under the broad principles of human rights, the International Conference on Population and Development (ICPD), and Agenda 2030.

S/he analyzes and assesses relevant social policies relating to vulnerable populations and provide substantive inputs and support to programme formulation and evaluation, joint programming initiatives and national development frameworks on issues related to population ageing and social protection policies.

S/he guides and facilitates the delivery of high quality and measurable UNFPA’s programme results by monitoring results achieved in the implementation of population ageing and social protection policy related interventions, in line with agreed upon CF/CPD outputs, expected results and indicators while ensuring the established policies, rules and procedures of UNFPA and Government are complied to in all programme/project activities.

S/he assists in influencing counterparts from diverse backgrounds to jointly contribute to advance the ICPD Programme of Action.

S/he closely collaborates with other programme officers, operations/administrative support staff of the CO to facilitate programme delivery.

 

Qualifications and Experience

Education: Master’s degree in population, demography, economics, public policy and/or population and social development related field.

Knowledge and Experience:

  • At least two years of increasingly responsible professional experience in programme/project management in the public or private sector which demonstrates expertise in the substantive area of work and programme experience.
  • Strong track record of data analytical skills and proven ability to produce demonstrable results.
  • Demonstrated ability to network among partners active in supporting development issues.
  • Good understanding of the Vietnamese Government’s population related policies, laws, policy making processes and the ability to establish and maintain effective working relationships with the relevant Government partners.
  • Field experience would be desirable.
  • Experience in policy analysis, policy research on and programming for initiatives in the area of social protection policies will be an asset.

Languages: Fluency in both oral and written English and Vietnamese.

 

Other Desirable Skills: Proficiency in current office software applications. Good writing and presentation skill.
